About Us

The Property Owners Association of Riverside County (POARC) is a nonprofit, public policy research, educational, and advocacy organization, founded in 1983. POARC’s mission is to promote free enterprise and economic growth and to protect the interests and private property rights of landowners and businesses in the formation and implementation of public policies.
POARC is recognized under the Internal Revenue Code as a tax-exempt 501(c)(4) organization, and is governed by an advisory Board of Directors.

POARC’s membership consists of property owners, farmers, ranchers, developers, homebuilders, architects, engineers, contractors, attorneys, brokers, real estate agents, property managers, businesses, and others whose interests are affected by land use regulations.
POARC is dedicated to promoting a free market economy, private property rights, and limited, constitutional government. The Association pursues its mission by working together with local governments to formulate policies that are reasonable, balanced, protective of the rights of private property owners, and beneficial to the economy. POARC provides a quarterly bulletin, and produces policy research papers on timely issues.
Policy issues covered by POARC include: land use, transportation, energy, water, public finance, real estate, land economics, conservation, and regulation.
