Accomplishments

POARC has had many property rights accomplishments. Some of these successes include:
- Worked with the cities of Corona, Moreno Valley, Norco, Perris, Riverside, and San Jacinto, and the Riverside County Board of Supervisors to obtain the complete route for the alternate transportation corridor to the 91 Freeway, between the 133 Toll Road in Orange County and Interstate 10 in Beaumont - the original route of the Mid County Parkway - in 2003.
- Assisted the Move I-15 Through Temecula Valley Regional Task Force on its work to prioritize and expedite improvements, such as widening of Interstate 15 from San Diego County to Cajalco Road, in 2018.
- Assisted the San Bernardino County Board of Supervisors to ensure that the updated San Bernardino County General Plan contains adequate policies to avert a doubling of traffic congestion over the subsequent 20 years in 2006.

- Assisted the San Bernardino County Board of Supervisors to ensure that the updated San Bernardino County General Plan contains policies to promote private property ownership in 2008.
- Successfully advised the Murrieta City Council to protect smaller property owners and adopt a policy that exempted subdivisions of 30 acres or less from committing land to the Western Riverside County Multiple Species Habitat Conservation Plan in 2012.
- The Riverside County Board of Supervisors recognized POARC's Executive Director twice for outstanding public service in 2003.
- Hosted a meeting of congressional representatives, businesses, water agencies, agricultural trade associations, and farmers in Fresno, California, in an effort to resolve California’s regulatory water crisis in 2010.

- Assisted Riverside County Farm Bureau in obtaining favorable agricultural land conversion procedures regarding Williamson Act contracts in the Agricultural Conversion Ordinance in 2006.
- Successfully lobbied the Riverside County Board of Supervisors to preserve the Williamson Act program in 2010.
- Assisted cherry growers in developing workable regulations for agritourism enterprises in the updated San Bernardino County Development Code in 2006.
- Successfully advised the Riverside County Board of Supervisors to provide exemptions for the wind energy industry and for the eco-tourism jeep tours industry in the Off Highway Vehicle Usage Ordinance in 2006.
- Successfully lobbied the Riverside County Board of Supervisors to remove the Rancho El Sobrante Community Plan from the County’s General Plan in 1983.
- Assisted the County of Riverside to ensure that the Western Riverside County Multiple Species Habitat Conservation Plan contained policies that require the County to pay fair market value to landowners whose property is to be acquired for conservation, based on the land value prior to the imposition of the plan’s development restrictions on a property, in 2001.
- Assisted the City of Lake Elsinore in modifying the language of its resolution adopting the Western Riverside County Multiple Species Habitat Conservation Plan to include more favorable terms for the City in 2004.
- Successfully lobbied the Riverside County Flood Control District to defer drainage-area fees until grading permits are issued, in 1986.
- Successfully advised the Desert Hot Springs City Council to vote down the proposed Coachella Valley Multiple Species Habitat Conservation Plan in 2006.
- Successfully lobbied the Riverside County Board of Supervisors to drop the proposed U.S. Army Corps of Engineers' Western Riverside County Special Area Management Plan in 2006.
- Successfully advised the Riverside County Planning Commission to reject proposed hillside ordinances for the Temecula Escarpment in 2006 and 2011.
- Successfully lobbied the Riverside County Board of Supervisors to end a County of Riverside development moratorium on the Temecula Escarpment in 2012.
- Successfully lobbied the Western Riverside County Regional Conservation Authority to drop the proposed Minor Amendment No. 2012-01, which would have eliminated HANS protections for an entire class of "Third Party Take Private Entities": the Non-Development landowners in 2012.
- Filed a lawsuit against the County of Riverside in Riverside County Superior Court, Case No. INC R396565 on July 17, 2003, challenging the County's approval of the Western Riverside County Multiple Species Habitat Conservation Plan. The lawsuit was settled on February 12, 2004 with beneficial provisions for property owners.
- Prepared research that helped defeat Measure F in the City of Desert Hot Springs, a proposed parcel tax increase on vacant land that would have increased taxes by 1,100 percent in 2014.
- Successfully advised the Riverside County Growth Management Committee to abandon proposed numerical limits on annual growth rates in the Growth Management Element of the Riverside County General Plan in 1993.
- Successfully advised the Riverside County Multiple Species Habitat Conservation Plan Advisory Committee to abandon the proposed designation of western Riverside County as a National Wildlife Refuge in 2002.

- Partnered with the National Center for Public Policy Research, as part of the coalition that successfully averted the passage of the Clean Water Restoration Act, S. 787 and America’s Commitment to Clean Water Act, H.R. 5088. These bills would have expanded the U.S. Army Corps of Engineers’ jurisdiction and the reach of federal land use regulation to an unlimited extent in 2010.
- Partnered with the U.S. Chamber of Commerce, as part of the political force that successfully averted the passage of the Kerry-Lieberman cap-and-trade/climate change bill – the American Power Act of 2010. The bill would have given the federal government near-total control of America’s energy supplies and usage, and would have been a massive redistribution of wealth from families to the federal government.
- Partnered with the National Center for Public Policy Research, as part of the coalition that successfully averted the passage of the Clean Water Restoration Act, H.R. 2421 in 2007.
- Partnered with the U.S. Chamber of Commerce, as part of the political force that successfully averted the passage of the Lieberman-Warner Climate Security Act of 2007.

- Multiple Species Habitat Conservation Plan Advisory Committee from 1999 to 2003.
- Community Environmental Transportation Acceptability Process Advisory Committee from 1999 to 2003.
- Riverside County Integrated Project Steering Committee from 1999 to 2003.
- Western Riverside Council of Governments MSHCP Implementation Ad-Hoc Committee from 1999 to 2003.
- Special Area Management Plan Working Group from 1999 to 2003.
- Riverside County - Orange County Corridor Major Investment Study (MIS) Stakeholder Committee in 2005.
- Western County Freeway Strategic Study Stakeholder Committee from 2005 to 2008.
- San Gorgonio Pass Heritage Corridor Advisory Committee in 2009.
- State Route 91 (SR-91) Corridor Improvement Project Stakeholder Advisory Committee from 2010 to 2012.
- Western Riverside County Regional Conservation Authority (RCA) Stakeholders Committee in 2022.
